Many of the 178 recommendations of the randomly selected European Citizens’ Panels require changes to the EU’s constitutional architecture, the treaties. One of them explicitly calls for reopening “the discussion about the constitution of Europe with a view to creating a constitution informed by the citizens of the EU.
The question is now how the Conference Plenary can meaningfully process all the input and develop concrete and meaningful political proposals in the run-up to the final high-level Conference event on 9 May 2022, and how the Conference outcomes will be followed up on afterwards. We present to you five requests for the final phase of the Conference.

Citizens Take Over Europe goes to Florence to take part in the European Citizens’ Panels of the CoFoE
We will be there to raise our concerns and say once again that citizens need to be at the center of the discussion!
This monitoring index aims to measure and assess various elements of the European Citizens’ Panels, the Conference Plenary, and their implementation on a rolling basis, as well as provide proposals for improvement respective to each individual index.
Finally, over six months after the Conference was launched on May 9th, 2021, we have received the list through an application for public access to documents.
